OIG Snapshot: Investigations, Audits, and Key Highlights
The BART Office of the Inspector General (OIG) has released its latest Snapshot Report (Volume 3, Issue 2), highlighting key activities from January through March 2026.
During this period, the OIG completed six investigations, received 21 new complaints, and is actively managing 15 investigations addressing a range of concerns, including billing irregularities, contract management, workers’ compensation fraud, and retaliation.
This snapshot also highlights a case involving improper billing practices used by multiple firms, including costs billed to completed projects, invoices lacking documentation, and the use of proportional billing instead of tracking actual labor.
In addition to investigative work, the OIG continues to advance several audits under its FY26–28 Audit Plan. Notably, the workers’ compensation audit has been structured into three phases, with the first report focused on employee survey results released in April.
The report also provides updates on ongoing audit work, a new audit launching on benefit administration, and efforts to strengthen oversight through data-driven analysis, transparency, and organizational capacity.
From observing emergency preparedness exercises to advancing audits and supporting a $1.7 million recovery, the OIG remains committed to protecting public resources and strengthening accountability across the District
