Just Released! Performance Audit of the Link21 Program
The BART Office of the Inspector General (OIG) is pleased to announce the release of our Performance Audit of the Link21 Program, a major review included in the OIG’s FY 2024–2026 Audit Plan. This comprehensive audit assesses whether Link21’s spending, contract-management activities, and internal oversight processes align with BART policy and industry best practices.
Overall, Link21 is progressing in alignment with its goals, and spending appears consistent with intended purposes. The audit identified several areas where stronger oversight and clearer policies would better protect the District and support future decision-making. Key issues include billing-rate inconsistencies, procurement-authority ambiguity, work performed outside approved schedules, and campaign-contribution limits that conflict with state law. Strengthening these areas will help ensure transparency, accountability, and effective stewardship of public funds.
The audit includes 24 recommendations focused on improving planning, contractor oversight, policy clarity, engagement practices, and system controls.
