Just Released! OIG Investigations Substantiate Time Theft & Identify Webclock Control Gaps
The BART Office of the Inspector General (OIG) has released a new Summary of Investigations – Volume I (2026), highlighting the results of four investigations into allegations of fraud, waste, or abuse.
Our investigations found:
- $993.17 in substantiated time theft after determining an employee was simultaneously working for another government employer while clocked in at BART on 21 separate days.
- Control weaknesses in Webclock use, including the absence of District-wide policies defining appropriate access and use for approximately 300 employees.
- No substantiated findings in two investigations due to insufficient evidence, unverified claims, or issues more appropriately addressed through a future audit.
As a result, the OIG recommended that BART seek restitution for substantiated time theft. The OIG also recommended that BART establish clear policies and procedures governing Webclock access and use, and confirm that current employee access aligns with those standards.
These investigations demonstrate the importance of strong internal controls and independent oversight to protect public resources and maintain public trust.
