Just Released! New OIG Audit Reveals Key Drivers Behind BART Overtime Costs
The BART Office of the Inspector General (OIG) has released a new audit examining how overtime is used across the District — and where BART can improve oversight, forecasting, and cost control.
The audit, conducted with TAP International, found that BART currently lacks the tools and data needed to fully understand what drives overtime. Outdated scheduling processes, staffing shortages, and loose approval rules all contribute to rising costs and limit BART’s ability to manage overtime strategically.
The audit offers five key recommendations to help BART shift from reactive to proactive overtime management — including improvements to data collection, budgeting, staffing strategies, and fraud prevention.
