Just Released! Investigations Identify Lapses in Policy Enforcement & $15.7k in Time Theft
The BART Office of the Inspector General (OIG) has released a new report summarizing the findings of to separate investigations into fraud, waste, or abuse complaints. Allegations included time theft, supervisory misconduct, unprofessional behavior, hiring concerns, and a financial conflict of interest.
Our findings revealed:
- $15,679 in time theft stemming from 16 falsified time entries by one employee.
- Supervisory failure to prevent or correct false time entries despite knowledge of the absences.
- Violation of rules by leaking confidential materials to a subordinate.
- Employees using work time to find parking.
- Lapses in oversight related to adherence to duty initiation rules.
- Independent, external investigators addressed allegations of unprofessional conduct.
- An employee’s appointment did not violate job classification requirement.
- Management actively addressed a financial conflict of interest.
We recommended that BART address time theft and policy violations, seek restitution, and enforce workplace rules.
