BART Can Benefit from Applying Span of Control Analysis in its Organizational Decision-Making

I am pleased to present the BART Office of the Inspector General’s latest audit report: BART Can Benefit from Applying Span of Control Analysis in its Organizational Decision-Making. TAP International conducted this span of control audit on behalf of the OIG in accordance with our Fiscal Year 22-24 Audit Plan.

The audit aims to enhance BART's performance, decision-making processes, communication, and overall accountability by having the District identify optimal spans of control for its various functional work areas.

The audit highlights the absence of established benchmarks for desired span-of-control levels across BART's functions, along with challenges in accessing reliable organizational data. It emphasizes the critical role of span of control in determining BART's agility and efficiency in service delivery, especially amidst fiscal constraints. To address these issues, recommendations include maintaining accurate organizational data, establishing clear criteria and policies for span of control strategies, and integrating span of control analysis as a management tool.
